I don’t know if I can actually do this but, as a new user, I don’t think I should be able to.
Apparently, I can create new topics sections on day one from jump.

Hi, thank you for the report, I’ve just tested it and it seems like you can’t actually create or edit the publically visible sections. When you create a section it’s only visible for you. Not sure why you’d want to add your own section to your sidebar, but I guess it’s all good
